Global Medicaid Waiver

Approved in January 2009, the Global Medicaid Waiver includes all Medicaid populations and services in one waiver, ending the existing RIte Care waiver, long-term care waivers and other separate waivers. The new waiver provides a fixed amount of federal funds (or "cap") over the 5-year term of the waiver, instead of the previous federal match rate for each state dollar invested in Medicaid.  The Rhode Island Global Consumer Choice Compact Waiver PDF also is known as the "Global Waiver" or the "Global Medicaid Waiver".

The Global Waiver is administered by the Executive Office of Health and Human Services.

Waiver Implementation Taskforce

In 2009, the Rhode Island General Assembly passed Medicaid Reform Legislation (H-5112C PDF and S-0053Aaa PDF ) to accompany the Global Waiver.

This legislation required the creation of a Rhode Island Global Waiver Taskforce, which would “collaboratively with the executive office of health and human services and the department of human services to plan, design, and implement changes to the Medicaid program under the demonstration and to evaluate the impact of such changes and of the demonstration.”
